Since SMB is financed by Seoul Metropolitan Government, it must receive annual approval for its project plans from the municipal government and city council through a series of official confirmations. Although the city sets standards for the execution of public budgets, in cases that do not correspond with changes in contemporary art and cultural practices, appropriate measures must inevitably be adopted in response. In the course of regular SMB operations, several committees are formed as temporary approval bodies composed of experts from inside and outside the museum who undertake processes of reviews, decisions, and changes related to diverse matters. Meanwhile, as a means of recognizing the multifaceted participants who define the public in each era as well as to share and unite with them, SMB exhibitions and programs are conceived as educational and public activities that promote public interest in the long term. The formation of various communities and networks, the sharing of digital resources, the composition of process-centered contents, and various other attempts to cross the boundaries between everyday life and art are all oriented toward enhancing the public nature of SMB.
